c)A qualified Civil Engineer professionally registered with ECSA under the Civil engineering discipline shall do the design and approval
d)The minimum qualifying Functionality Evaluation Score shall be seventy (70) points for Stage 2, to be considered for the next level of the evaluation process i.e. Price and Preference
